Rip-off fraudulent billing!

I have had Bluelight Internet service billed through my phone company since 2001.in June I moved and had to change phone companies, so I changed my payment method to my debit card. November 26th, my checking account was debited $186.75 by Bluelight Internet. My monthly charges were supposed to be $9.95.
After contacting the customer service department, I was informed that they had not received 15 months of payments from me and therefore I was being billed for that time. I conferenced in the phone company who verified that I did, in fact, make all of my payments. After some confusion, it was determined that there was a 3rd party involved, Integretel. I contacted this company, who verified, yet again, that I had made all of my payments.
Everyone seems to be on board with me having made all my payments except Bluelight. After three weeks of this, I still can not get them to admit they owe me a refund. This is a scam. This all started because I requested my account be cancelled in October.netzero, Juno, and Bluelight are all owned by the same company, United Online. Be careful.
