Tipsteria.com charged my cell phone for service i never ordered

I got a charged on my cell phone from tipsteria for 9.99 that i never ordered. Had my cell phone company cancel it and put a block on my phone, for future charges. Never heard of this company before seeing it on my bill. Someone needs to charge them with fraud
