Charged $9.99 to cell bill! They texted me!

Just got my cell bill and there was a charge for $9.99 from tipsteria, from my moms cell. I called the cell company and explained that I had no idea what this was. I thought it was maybe an app but no. It is a text message. They text you Right There You Are Charged $9.99. She then replied Stop, they replied that it would stop.
Yet they charge for a text sent to you. That should be illegal. Something needs to happen before this becomes out of control.
