Formally QWEST Refuses to Cancel Service since September and continues to bill me

I decided to go with CenturyLink to save money and found that thier services would not work on my phone lines so on September I went with another provider and cancelled my services with them. I always prepaid my billed and always more than what was required so I was expecting a refund for $87.69 for services that I would not recieve.

I recieved a Bill in the mail showing $-36 and now it is 117.67. We have consistantly called and I have heard excuses why the services were not turned off. The most infuriating excuse is that they do not see any phone calls on their system where I have called in.

According to CenturyLink, any time a customer record is accessed, the record is timestamped; they stated that the only time they have seen a timestamp was in November. We received this information from a supervisor who then promised that she woiuld disconnect us but to still pay the bill, even though I have not used their services and they owe me.

The bill I received in November displayed a balance of 66.33 and at the top of the bill it showed "Cancellation Notice". Today I recieved a bill for 117.67. It appears as if their system is highly glitchy and untrustworthy or the personnel working there are acting on the behalf of the company in illegal billing practice. Maybe both are happening.
