Didn't send order and won't refund money

I placed an order with this company in April. Two months later I still didn't have my order and I requested a refund. Now it has been two more months and I don't have my money back either. All I get from them is e-mails saying things like "it will be 3-4 more days" and the newest one is e-mails claiming that the company who does e-checks for them is stealing my money, not them.

However, I don't believe this since they never even shipped my order. I'm sure at this point that they never were going to send anything and were planning on ripping me off from the beginning. My only options now are to continually harrass them through e-mails (since they will not return phone calls) and to post bad reviews on the internet and hope that I can keep someone else from being ripped off by them too. Do not order anything from this company!
