Purpusely manipulated contract and prolonged cancelation process in order to withhold money I was entitled to

ASF preforms the billing for Worlds Gym. Particularly, last fall I entered a 2-year gym membership in Chicago and paid the entire amount up front because I was told (and subsequently read on the contract) that if I move 25 miles from the gym I was entitled to a refund on the outstanding balance, and up to a $50 penalty. Because I had not yet established a permanent residence in Chicago I wrote my family's address, in Tennessee, on the contract. The contract was entered in to because I had anticipated staying in Chicago for 3 years, and in any event, was told and read that if I moved somewhere else the contract could in fact be easily canceled.

Nine months later I moved back from Chicago to TN and provided ASF with the required two pieces of evidence showing that I no longer lived within 25 miles of the gym, and was thus entitled to a refund of the outstanding balance. Two weeks later I called ASF and they told me they were still processing the papers. A month later I called and ASF told me that they were in the process of talking to the gym. Two weeks later I called once again and they told me that they were having trouble locating a contract and believed that the address on the contract was the same I had moved to, thereby waiving my rights to a refund.

There are two troubling issues. (1) ASF has prolonged the process to cancel the membership, and is thus reducing the amound I am entitled to with every month of delay. I cannot imagine why ASF, which deals directly with World Gym, cannot obtain a copy of my contract. (2) ASF is intentionally withholding my refund despite the fact that I have shown that I now live more than 25 miles from the Chicago World Gym, claiming that the reason is because the address I have moved to is the same that is on my contract (this is after I have provided both a change of address form and bills with my TN address to them).
