Payment ripoff scam

Electronics and household app.
I was very happy to finally see a decent electronics store enter our new mall here in Yuma, Arizona. A week after they openned I went in and used their charge plan to get two mice.
I then came back a week later and got a power supply using ATM/Debit and offered $10 cash to make a payment on my previous purchase. Last week I received a payment due bill for $10. I was surprised but figured I would just go in and pay it rather than mailing it as I do most my bills by visa.
I went to their store and they stated they did not take payments at the store that I would need to contact a 1-800 number. I began to wonder what happened to my previous $10. I went to work and called the payment line during my break. On the phone they stated that it would be a $15 charge to make my $10 payment. I was very, very surprised. I stated I would just have to mail the payment in as that was a very unrealistic charge. The lady stated the late fee would be $29.
At this point I am looking for my receipt to take to the store tomorrow to attempt to find out what exactly is going on here.
I had the cash to buy those mice but thought it would be great to build up a credit line with Best Buy.in the process I may have just been pick pocketed.
If I let someone borrow $10 from me then charge them $15 to pay me back. I'd be in some serious trouble.
I am 100 % sure I am doing business elsewhere.
I will enter a follow up message on this to see how they handle it when I go in tomorrow afternoon.
