Internet scam charges credit card but never delivers products

Robaugh Products has no phone number listed. My order for a personal alarm system costing $13.17 and charged to my Credit Card never arrived. They ignored my first email.
The second email I sent was copied to the Bonner Springs Police Department.
Robaugh Products then sent me an email claiming the product had been shipped.
However, they never provided a UPS or USPS tracking number.
I have reported this matter to the Bonner Springs PD as well as my Credit Card company.
I have no choice but to go through the arduous process of getting my money back.
