I needed a cell phone unlocked for traveling, and after Google search, found w.W.W. Unlocking.com. They claim to have unlocked over 4 million phones, and gaurantee your money back if they can't unlock the phone. They ask for the model of the phone & the imei #, and after they get this, they asure you, that, yes! That phone is simple to unlock! Just send $24.95, and they will send unlock code "immediately".
Their words:

As with all our offers at Unlocking.com the unlocking of a Samsung T139 is 100% guaranteed. We promise that your mobile phone will be unlocked or you get your money back. We also guarantee that your handset will incur no damage during the unlock process."

They do not send an unlock code, and they do not issue refunds. I used Paypal, which is featured on their site, but Paypal is not helpful in getting a refund. They said if I filed an "escalated" complaint, they would try to contact the merchant and try to influence the merchant to issue a refund. But Paypal isn't going to issue a refund, because they don't guarantee "virtual" transactions, even though this same thing goes on on Ebay, Paypal's owner, which are guaranteed. Paypal said (I called them) that if they got "enough" complaints about a merchant, they would revoke their "privelege" to use Paypal. However, a simple Google search proves that this company is a scam, and that this information has been known for years. Paypal had to have received many complaints about them, and must have known what was going on, namely a continuing criminal enterprize. As such, Paypal is part of the problem. If not for Paypal, this scam would not exist. Credit card companies would cancel the charge and chargeback to the merchant. But since Paypal doesn't do this, it actually makes it simple for criminals to rip people off, with no worries or restraints. And, yet, knowing this, Paypal is still their "partner in crime" by giving them the means to rip people off.
