Violated 40CFR 1.3 coming after me, killing 37%of bee population in USA. Washington DC

I descovered and tested an hurbal cure for mites and other deseases in Bee Hives. I was fought by the EPA for 10 years, even though the wording in their own 40 CFR 1.3 states that if the "pesticide" is not an unreasonable risk to the environment it does not come under the EPA. Since that time the bee population has declined and they have tried me and fined me exparta. I was allowed no attorney, they had three. I could not use the constitution, they interpreted their own rules the way they wanted to, and contrary to common interpritation. The EPA is as a governement of its own, with no control from outside, no law but what they want to interpret as wthey wish.
