Power pack didn't work, shipped back, charged restock fee

I ordered a 550 power pack for my home computer. I ordered it 3 day post. It came in 4 days. It didn't work. I contacted the company via email and was given an rma # with instructions to return. I returned the part and only received part of my money back. The email below from the company says they will waive the restocking fee yet when they received the part they didn't.

I will request an rma for you to return the item. We can waive the restocking fee. I will email you instructions as soon as the returns department has issued one.
