Faulty Installation and No Way to File a Complaint

My DIRECTV system apparently was not set up properly. The installer promised that it would work fine, but it did not.
It also seems DIRECTV has no channel for complaints. The only people I could reach were in what they call the 'Technical Dept,' and the word 'Technical' there is laughable. A first operator said one thing, and another said the whole setup was wrong. Their 'supervisor' said there was nothing higher for complaints and advised me to write to the President of DIRECTV.
