Projector Export (aka. Brandon Tv) charged my card before shipping

I called to cancel order after panasonic said the tv they had did not exist, was told it had shipped, but had no tracking order, then told it had not shipped but told 6% charge to cancel order. My credit card was charged two days before this conversation. The rules of of their site is not to charge until shipped.
