Ripoff dishonest fraudulent billing, Calls I never made or received

Dtech billing services is billing me for calls I have never received.in December I switched to a new telephone company and of course got a new telephone number, but DTech is billing me for calls that were made in june when I had a different telephone number and telephone company. Until now in june thet sent me a bill for $11.20 stating that I need to pay for it and if I don't, then they'll apply a $29.00 late fee for each month. I contacted them inmediately and told me to disregard the bill. But it didn't ended there, A month later I entered their website and the charge was still there with a late charge of $29.00. I called them again and they said they wanted my first bill from my current telephone company to insure I was a new customer and not from 2004. I called my tel. Company (Cox Communications) and explained the situation and they inmediately contacted DTech trough phone and email and as of now they haven't gotten any response from DTech. Overall I sended them 4 emails and haven't gotten any response. I recently sented an email to DTech notifying them that I wasn't going to pay for those charges, which now they added another $29.00 fee, and that if they didn't responded to the email, then I was going to take action reporting them to the better bussiness bereau. My biggest question is that why until 2 years later they are seding me a bill to where my parents live which just happened to move in november? DTech is using my name and the address where I don't even reside, how absurd could that be? Also the current telephone services are under my brother's name, not mine. Please I need you to take care of this rippoff because they are saying that if I don't pay the charges are going to keep building. They need to be pursued and get charged for ripping and threatening people!!!
