$40 service call and did NOTHING... But tell me they had to take the tv into there shop and would cost est. $400 to fix Ripoff

Sept 5 I had contacted brea tv to have them come out and tell me whats wrong with my tv. I told the man on the phone my piture went out and would they come out and check it he said it would be $50. So we talked so more and I had told him I checked the fuses and they seemed fine. But still no picture he stated that the model mitsubishi vs-459rs had a eletric circut breaker. When there is a problem with the set it will shut down. Then he said wait I just remembered that we talked about the service call last week and because of a thief in the area it would only be $40. I Said ok it was more then the other co. I called that didnt show up on time (another story). They came out today sept 7 at 9am. Two guy one older and a younger guy. They asked me what happend and i told them. So they took off the panels and looked inside. They said we'll have to take it to the shop to fix it its a power problem. (which they used no meters or testers to find this out) It will cost est.$450 then he said well I can do it for $400. I said i cant afford that much. They closed the set and said that will be $40.. Oh he did check the fuses that I had already checked. So what they did was NOTHING... For $40 but drive 10min. To my house and they were here for 10min and left. Ihad told them that there was no power to the tubes to begin with. So I was in the same place as before. Spent a half days work for someone to tell me nothing I didnt already know... I got ripped-off...
