Duped me out of $630 off of Ebay of all places Ebay

I was relatively new to Ebay and I wanted to buy a computer for my mother for christmas. I won an auction from this person and paid in full very promptly. This person ensured me that it was coming and had many e-mails back and forth. The emails back and forth kept going until the 90 days ran out. There were excuses of "My store was robbed and I have to wait for Insurance to give me a check".
This person even went as far as to tell me that the PayPal refund was going to happen. I have all the E-Mails to back up the trail of lies I've been given. Is there any suggestions to what I can do?
PayPal has been very un-helpful as well as eBay. Her email is kristeem@yahoo.com, so attention spammers... Spam at your little hearts desire... Kristeem@yahoo.com
