Car Title Lost After April 15 Payoff, Whole File Missing

First of all, this account started with American General Fin., was then traded off to Avco, then Associates, and now Citifinancial. OK, now that we have that out of the way. As with everyone in America, life happens, right? Sometimes you just don't have the money right when it's due. I get calls about 7 days after the due date, and then at 10 days I get a letter basically stating that they think I don't care about my account and that they are going to take action against me.
So here's my story. I was behind, so I talked about refinancing to get caught up. I used my car title, and I was told that after a few payments they would release my title back to me. That was a lie, but I'll come back to that in a minute. After I signed the papers and all was said and done, I realized that she hadn't mentioned anything about insurance. I know she is supposed to ask me if I want that option, which of course I don't. I have never taken it before, but it was added automatically. The insurance cost around $600. Now I have to put in writing that I don't want something I was never even asked about, so they can credit it back to my account. I'm not even sure if they did.
The day came that I could pay them in full. It was April 15 and they closed at 5. I think it was 4:52 when I called to let them know I was coming in to pay, but at that time they had already closed out their computers. How is that possible when they don't close until 5?
I took the payment up there anyway, which was a big mistake, so they could apply it the next business day. I was told it would take 10 business days to release the title. Fine. I called the next day, and the person I gave the payment to wasn't there yet. I called another office later and they told me it showed paid in full. I figured it was taken care of and waited for the title to be mailed.
Today is May 9th and here is the real kicker. I called this morning to find out why I haven't received my title. I was given a run-around that the payout person or someone was busy and she would find out and call me back. I gave her my cell number. So I waited, and waited. It was 9 a.m. Finally, after waiting 3 hours, at 12:00, I called them back and got more run-around: she wasn't sure and she would TRY to take care of it. That wasn't good enough for me, so I called the other office I mentioned above, where I have a friend, to see if she could find something out for me. She basically told me they have lost my title! What on earth?
At 2:45 I still hadn't heard from the office where my account is. So I finally called them and asked when they were going to file for a lost title, and that's when she didn't even tell me they had lost my title, but that they've lost my whole file. No explanation or anything. I had to find this out from another office!
Help me please. Is there anything I can do? If so, please let me know. They should not be able to get away with this.
I need this title that I should have had a week ago, because the car is sold and the buyer is coming to get the title and car today and we have no title. My husband and I have to go up to Citi and get the lost title application and take it to the DMV, and we have to pay for it up front, even after asking them to print a check for $10 to the NCDMV. Now we have to pay up front, bring a receipt, and then they will reimburse us. After what they did to me today, I'm going to make sure they don't get away with this.
Sorry it's so long, but please let me know if there is someone I can call and get some information on what I can do.
Thanks for listening
