Refuses to fulfill fiduciary responsibilty and provide me with a statement

PCR has been garnishing my wages since 2003 and I have a right to know how much more I owe. Each time I've called the phone reps have staunchly refused to generate a statement of past payments being shown as applied to my debt. They claim "federal law" prohibits them from giving me any kind of statement, but I can't imagine that could be correct. Is it? It seems not only extremely counter-intuitive, but downright shady. I did get a letter from them once after I called, but only because I told them I'd moved; the paper I received wasn't a statement at all, but a bill for the full amount. I'm not disputing that I owe the money—of course I owe and I know it. I just want what every other consumer has, which is full transparency of where their money is going. Has anyone heard of something like this before?
