Decietful about the program and money

I was never informed that if my school was not in the same state that I reside in I would not be eligible for state grants to help pay my tuition. I withdrew from Kaplan after I found all this out. I have been trying for six weeks now to get my refund and I cannot get a response from Financial Aid. To date I have sent 12 E-mails and 20 phone messages and never gotten a call back. They owe me about $2700.00 and this is money that belongs to me. I tried to get answers from them while I was still enrolled with them and the communication was the same. I need a college that is going to be there when I have a question and does not take months to get back to me.
