Rip Off? Help!

I recieved a letter today from NCO Financial Systems stating that Emergency Prof. Services had sold certain accounts owed to it to NCO. It also stated that I could settle the account for a lump sum of 50% the total balance listed. When I went to check the account on the web site listed on the letter, my "unique registration code" would not work. I have no outstanding bills that I am aware of, and I haven't recieved any phone calls as of yet. The only thing that I can possible connect it to is an emergency room visit from 2 years ago that I had paid in full after it was sent to a different collections agency. I had a nasty dispute with my insurance agency about it but went ahead and paid it in order to keep my credit report clean. I haven't called to speak to a representative yet, because I had a feeling something wasn't right. I'm not sure what I need to do to get this taken care of... Please, any info you could give me would be greatly appreciated!!!
