Trying to obtain money ripoff

I received a letter from the National Awards Commissions stating that they were going to send me 530,500.00 if I respond to them within the next 10 days by sending them 9.89. I would like to know is how they managed to obtain my address even though I do not live in the US but in Europe.

I hope that someone in your company could report the National Awards Commission and get them closed down, as this would like to cause untold damage to vulnerable people.
