Sending out awards for 5000 pounds but only if you send them 9.89 pounds first

I live in the uk and have just been sent a award entitlement notification to receive 5000 stirling pounds in 4 payments of 1250.00 pounds but only if i send them 9.89 in payment first the letter looks very official and includes a form 174b there is no phone number on it web site or contact address apart from
