Services ripoff 249$ payment for a 2000$ credit card

I was called on 6/23/05 @2:50P.M. Est with an offer to obtain a 2000$ credit card. All i had to do was pay a lifetime 249$. I was also told it would take 2 weeks by the representative and was told up to 40 days by the verfication dept. On 7/25/05 i called 866-333-7715 to only get a recording. I left a message as to what was the progress of my recieving my card, as of today 7/30/05 i havent recieved a reply.
