Overcharged credit card - did not perform warranty work

Hired Florida Fence to install chain link fence. Finally showed up to do job 2 weeks after they were supposed to be there. Overcharged my credit card by $100 and did not do warranty work. I have spoken with the owner, Jim, numerous times and he promised that credit would be made and warranty work done.
It has been over 3 months since the fence was installed and paid for and, to date, the credit has not been issued and the warranty work has not been done.
