Refused to refund deposit after selling my "custom" media table to another client

The Weld House in Dallas, Texas manufactures steel furniture out of reclaimed automobile sheet metal. I contacted the owner, Joel Hester, in April and commissioned a custom media table. The company was given a "C" rating and is not a member of the Dallas, Texas Better Business Bureau. That should speak volumes! The owner initially agreed to refund my deposit. I wait a week and no refund. I contact him and he says it's in the mail. No joke, "It's in the mail." Another week passes an no refund. This game continued for four weeks. I contacted the Dallas, Texas BBB and asked for assistance. He refused to refund the deposit. If complaint can help me obtain a refund, great. If not I hope anybody considering doing business with the Weld House in Dallas, Texas will think twice.
