Unauthorized charge to checking account, THEFT, FRAUD Lake Forest

I Started filling out the form on web page to order on 8-22, got to the payment page, had info filled in, decided not to complete transaction to purchase. Closed web page.
On Monday, 8-24, charge on Checking account appeared for 140.70 (purchase price of unit). Immediately called their customer service, they apologized, tried to sell it to me for half price, I insisted they refund the full amount since I never ordered it to begin with and the charge was made unlawfully to my checking account.
The rep stated that the order was cancelled (Even though I never submitted the order in the first place) and that I would receive a refund in 24-48 hours. As of today, 8-26, no refund received. I called again and spoke with another person, they stated that since it was an electronic check that they "processed" it would take another 10-15 days to process the payment, then 10-14 days to process the refund. I never ordered it in the first place, and they said according to their web tracker, I filled in all the information, went to the next page where you confirm the purchase and authorize the payment, and closed the web page... I was told when you CLOSE the web page it sends the order through even if you do not authorize the payment!!!
This is theft and fraud!!!
