Ill meter installation

I recently purchased a bank-owned house and needed a water-meter mounted the aged one was absent it was in jan. These were therefore supported they couldnt mount one until march but the things they didnt tell me was that I had been likely to be billed $217.00 dollars for this to become mounted i dont understand if this can be a normal procedure, but I actually do believe this really is unjust and that I don't actually own the water-meter.
