Refused to cancel an order and refused to refund the shipping charges

I ordered a part online and realized the next day that I had to cancel it. I was told it was impossible to cancel or change an order, even though it wasn't going to be shipped for 9 days.
Their policy is to never cancel or change an order, but give you 90 days to return the product with a refund of the price and tax, but not the shipping.in order to return it, you have to send it back in the original package along with the email confirmation they sent. That means they will keep my $8.99 shipping and I pay shipping again to return it.
I think this is very unethical or even illegal.
