Refuse to follow code

I hired a contractor to build an addition, a deck, and to do some improvements in my kitchen and bath. We paid the contractor 95% of the money for about 60% of the work completed. The contractor did get the permit to start the job but did not get the permit for the sun room. When I questioned him, he sold me its an enclosed porch and does not need a permit. I believed him, What do I know. When the contractor finished the roof, the first time it rained, the roof leaked badly. Contractor came and tried to fix it. The next time it rained, again it leaked badly in the sun room. This happened about 4 times. I told the contractor I want the roof checked by a roofer to see what the problem was. The contractor got angry and said he knows whats wrong. Anyway, I had a roofer come by and was told the contractor did not use flashing or ice, water shield and that the roof had to come off and done over. The roofer also noticed alot of other things wrong and not done to code. I hired an Engineer and a home inspector. Almost all the contractor work was done wrong and not to code. Even worse, we paid him almost all the money and he told me that I still owe him alot more. The next problem I just ran into, the township just by and slammed me for not having the permit. The contractor is refusing to come back to work so now im in a bad situation. I can not get the permit with out his insurance certificate number which he is also refusing to give me. I also found out he transferred everything out of his name to his wife. I don't know what to do. I called the BBB, the attorney general, the DA and nobody can help. Its like contractors have a license to steal. Just wondering if anyone can help..
