Joseph - Pepe Overcharge of $600 for 1 1/4 hour of work lied about qualifications

On a worker's recommendation, I hired Joseph, supposedly a licensed plumber, highly qualified and for whose expertise I was being charged a premium fee of $600 to install a main stop shut off water valve in my condo unit.

On Friday, Dec. 14:

1. A crew of 4 men arrived 9:00 A.M.
2. A young (possibly an apprentice) did most of the work.
3. Work took 1 hour and 15 minutes to complete.
4. The banging caused irreparable damage to a French door;
4. One crew member, who just sat the entire time, was there because he was the licensed person.
5. Joseph admitted he failed his exams more than once, and used this "Daddy" for his license!
6. When questioned why this job was so costly, Joseph admitted the following:
a. He would never have taken the job if it had not been so easy;
b. He was BLACK! He actually stated, "I'm Black".
C. He charged to fill out the paperwork! The "paperwork consisted of 20 words, including misspelling the word whole as hole!

Why was I paying four people for expertise that was non-existent?
Is it customary to pay more than one person for a standard job that requires a licensed and insured plumber?
