Received damaged merchandise, will not refund money ripoff

I ordered a pool liner and coping strips from DPD pools on May 6, the total of the order was added to my credit card on May 7. The coping strips arrived in about a week. On May 22 I sent an e-mail to DPD pools to see where the liner was. On May 24 the liner finally arrived.
We installed the liner and after installing it found that it was defective, I sent an e-mail to DPD pools explaining the problem, they told me to send pictures showing the defect. I sent the pictures but also explained that I was requesting a refund since it took over 3 weeks to get the first one and I do not feel it is reasonable to wait that long for the second one. He refuses to refund my money and is only offering a replacement liner. I have even offered to accept credit for other merchandise.
