Breach of contract

I hired Kenneth Raines to level my house, create drainage around it, and heat tape and wrap my water pipes. He never finished any of the above.

I hired Kenneth Raines to replace rotted wood, sand, repaint my house, and reglaze my windows. He never did any of that either.

When I hired him, he told me that he always required half of the money up front. I trusted him and now I am out $4100.00 because he never finished (or even got started good) the work and he is gone to some kind of rehabilitation center.
