Never showed up to complete project RIPOFF

Stan, the owner, laid the foundation a day after I paid him, but never showed up to finish the project. He told me he would easily have it done within a week, but all he did was provide excuses about why he couldn't finish it (e.G., a dead squirrel was in the street!).

After two weeks, I told him to forget it and refund my money. He says he's sending the check, minus the cost for an address stone (which he also said he's sending). If he actually follows through on that, and if the address stone is in good condition, I suppose it will be an okay resolution.

I would not recommend him for any work though. He will just make excuses about why he can't finish the job. Hire a professional instead.
