Some bus drivers running behind schedule

I ride 4 different routes everyday. 3 out of 4 don't seem care much about making their time when they show 6-7 min. Late. It gets complicated when I get to transfer to another route, which it is unpredictable since I don't know whether the next bus driver will be on time or late. Due to the inconsistency the drivers have, there is no way to depend on their bus schedule in most cases. I have called many times customer relations, but all they do is take messages. The result is that problem persists. I have been using the public trans. System for more than a decade. As the years have advanced, it hasn't improved. I heard several years ago from a bus driver that "they, themselves" are the ones that decided how to run the schedules.in fact, they tell you "if you want, call customer service". What is this? Now OCTA is thinking about increasing the fares. BUT, they never talk about how they're going to solve some of their major problems that deal with some bus drivers that, in my opinion, they don't seem satisfied about their jobs. If they were, they would be more committed to their obligations. For instance, a friendly face or a full bus is not enough since the major concern is TIME. When we ride the buses, we are touring OC. We move because we need to get to our jobs or where we live. We all need each other. Bus drivers need jobs and pay to ride the bus. We need to be more supportive and understanding of what social conscience is about.
