Totally taken advantage of

My tie rod went on my jeep so my cousin gave me the number to a garage he uses so they could tow it and give me a quote. After several days of waiting for a quote I got the owner on the phone and he said it will be roughly $980 so i asked him to fax a quote over so i can get a couple of comparisons. He says sorry man, i already have the parts on your car. Its ready to be picked up. I said that i did not give you permision to fix my car I clearly told you i wanted a quote in writing and he says your cousin told me to fix it. Which was not true at all and even if it were, it wasnt my cousins vehicle or money. Him knowing I needed my car back immidiatly for work took total advantage of the sittuation and broke the law. I told him i did not have the money to cover it and he says " have your cousin pay for it, not my problem"... After some a heated discustion and me needing my car i was able to borrow the money from my mom who was in Hawia at the time so she had my sister write a check (she is on the account). I told the guy i had a check and was coming to get my car and he says i am not giving you your car back until your check clears... Very mad at this point and feeling totaly taken advantage of and lost, my sister was able to cash the check so i could go pay this rip off artist and get my vehicle back. Just last week i took my car to a local garage to get some other front end work done and he told me all the work that shop did on my car was put on bad. Every bolt was loose and he said i could have easily crashed because of it. The other garage looked at the invoice and also told me they charged me about $200 too much
