My order did not turn up and usps confirmed this and 8 months later still no refund and ignoring my emails

I was given a shipping number and then after 3 months my order had still not moved. Usps did do a search and i was told that Usps would send my refund as it was quicker for them to put it into there hands. I was getting replies of " i just stepped back into the office", now i get no replies at all. This has been going on for 8 months.
