I ordered a plate and stole my money, never received plate or money back

I ordered a Black German Plate With White Characters and Border - Custom Embossed with Your TextChoose your custom characters in uppercase, for umlauts above a, o or u use lower case. Spaces count as a character and are required for seal placement. MAZDA 2

My credit card was charged on december 2 for $30.94 I later received an email that said Your Shipment #100006928 for Order #100007908

However i never received the plate. A guy named tyler edmondson wrote back saying the item was returned because there was no such address to deliver the plate.

So i sent him my address again and phone numbers, I also said that if it was impossible for them to ship my item, then I would like them to refund my money. Its been two weeks and I have not received a reply, phones dont work. Rip-off!!!
