Took my bumper and my money, now won`t return my calls

My deal sounds like 70 carnut`s. I met Juan at an automotive swap meet in Cal. He took 2 bumpers to be rechromed, they came back, but one was a mess on the back. I called Juan and he said send it back and he`ll re-do it. Well that`s been five months ago. He has my bumper and my money, and won`t return a call.
