Kimlin propane steals

Kimlin, in the middle of the winter of ‘09, decided they didn’t want to service us anymore because we lived too far away (after being solicited by them at the closing of our house). We agreed. And found another company to fill the tank. Finally, spring ’11, they wanted their tank back. My wife asked Mark Kimlin what would happen if there was still propane in the tank. Mr. Kimlin said that that would be no problem and we would be reimbursed. They took the tank. It was 60% full of propane (about $450). They refuse to reimburse or talk to me. Kimlin, ridiculously claims that he will be using the propane for his own office use and so is of wholesale value only. Who’s he kidding. That releases that amount of propane he can sell retail. Kimlin says I should talk to my current provider. As if they owe us anything. So, this is what I am doing:

Since Kimlin moved a 250 gallon tank with 150 gallons of fuel about 60 miles ILLEGALLY, I am informing the appropriate authorities.
I am starting claim with Better Business Bureau.
I am starting claim with Ulster County Consumer Fraud Bureau.
I am starting claim in Ulster County Small Claims Court.

Mark Kimlin lied to us. Mark Kimlin stole from us.
