Auto Yard unlawful towing/impoundment

Car was towed from Tantara Club apt parking lot in North Richland Hills while visiting overnight. Car was in an unoccupied space for cars with parking decals. Tow away/impoundment sign as required by City ordinance at entrance to parking area was not there. City prohibits non-consent towing in absence of signage. After learning the tow was unlawful, I had $250.00 (for six miles) credit card charge reversed. Apts deny any responsibility. Not sure how that could be. They authorized the tow.
