North star towing serious damages to my car when towed from my brother's apt. Complex

While visiting his younger brother who was just released from the hospital after a nearly fatal attack in central park in fredericksburg, va, my son's bmw was towed because he forgot to put his visitor parking pass on dash. He goes there often & am sure the car was recognized, but they towed it anyway. He retrieved his car late that night (9/9) and they charged him $65. It was very dark and they just quickly flashed the dim light of a flashlight around the car and sent him on his merry way. My son said they were acting very strangely and rushed him out of there and my son had no idea until he got home why! The tow co. Damaged his front bumper, nearly ripping the entire thing off, various scratches to the body and obviously drug it across every speed bump in the apt complex because a bunch of asphalt fell out from underneath the bumper in our driveway at home. After several phone calls and then finally a visit to the co. On 9/13, we were turned away, quite viciously, by one of their employees who was verbally abusive, threatening and violent. So much so i felt the need to contact the local police. He refused to give me his name, position, or any info and just told us he was not responsible and to get the fuc* off his property. We have left several messagers for the owner, no response. Just mailed a letter to the owner yesterday, so we will see. Looks like we will have to file a civil lawsuit which is not what we need right now!
