Lied, added charges, demanded cash only

We feel as though we were told what we wanted to hear in order to get the car in for repair. The owner let us know that it would be fine to make payments and we set up the terms. Once the car was dropped off, he did the work we discussed, but also added $200 worth of tires (that aren't even worth $200) and didn't call to make sure this was ok. When the work was complete he let me know that all of the payment would be needed up front in order to pick up the car.

Bc it was a bit more than we planned and now he had gone back on the payment arangement we were not able to make a payment right away. We asked a family member for a cc card and when she went in to pay he was unwilling to take the card bc he wanted cash and it wasn't OUR card.

Finally, after pleading with him for more than 15 minutes he took the payment and the car was released. Sketchy business practice. Why would a mechanic not notice tires during the initial inspection? Seems like the easiest thing to find wrong with a car in my opinion. And whats with the sudden need for cash only?
