Debit car rib off new York

I was charged $7.05 for a cigarette lighter for our car, but neither my husband or I order it or nor do we smoke. To make matters worse they used my debit card but use my husbands name how can they use a card that has my name on it but use his name, I called and supposely they are refunding my money but I called my bank and the hot carded my card and they are now watching my account for any other outrangeous charges
