Posing as US gov

Stamp.com takes the money lightning fast by credit card but when i could not figure out how to make it work. I hit instant refund, (2 weeks for instant refund that goes to stamps account. They told me 6-8 weeks for a check by mail and there would be 1or 2 $15.99 monthly service fees charged while waiting for the refund. My credit card company said i have to wait 30-60 days for a refund after i get the form in 7-10 buiness days. Stamps.com represented themselves as the US POSTAL SERVICE, IWOULD NEVER HAVE DONE BUINESS WITH A THIRD PARTY PROVIDER. I am not stupid. I WAS TRICKED LEGALY???
The first transaction was via ebay/pay pal and i did not have to buy a credit like the 50.00 i bought thinking all the time it is the US government.
