Air Bag Failure to Deploy

My daughter was driving my 2003 Ford Explorer when it had a flat went into a skid, then roll over and crashing into a tree. The airbag fail to deploy. My daughter sustained injuries and was trap in the vehicle. I think Ford should have recalled these vehicle also. We were lucky this time the injuries were not major. This failure cause her to sustain injuries. My vehicle VIN: 1FMZU63K13UA30709. The vehicle was total. She was only driving 35 miles an hour and this occured.
