Enterprise Rent A Car Enterpise make false claim and refuse to respond to written letter with any other than a bill

I rented an SUV from Enterprise in the Phoenix airport from 12/16 to 12/20. I reside in Philadelphia, PA. When I returned the vehicle the Enterprise agent identified a small ripple in the back right of the vehicle. This ripple was fairly high up and not scratched as well as difficult to view. At no time was I in a situation that would have caused this, so I told the agent that I didn't cause it. When I originally picked up the car it was parked in a lot where two car were parked on each side and the only you would look at the car one would not see damage. I have a picture at the angle I would have seen the car when inspecting which demonstrates that the damage would not have been visible. Also when I picked up the vehicle where the agent inspected and filled out the form, the vehicle the light above was out in the garage and it was 5:57pm (It was December so it was not well lit). I have received several letters stating to pay $805.50. Additionally, I have received two phone calls from Ms Hurley (I have full name and work number if needed), an Enterprise agent on 01/26 and 2/15. During the two conversations I stated that I wanted to dispute the damage claim and wanted to know the procedure. I was told I could not dispute it by Ms Hurley.in the first call, I asked three times and was told three times that I could not and that I should just pay. I asked for an address that I could write to and was given the same address that was listed in the damage claim bills I received. Both conversations ended with Ms Hurley hanging up on me. Both conversations I was more than civil unlike the agent. I also sent a letter on 1/31 and 2/22 requesting in writing what the dispute resolution procedures were. I have copies of these letters if needed. I never received a response to either of this letters. I have however received two bills since the first letter threatening to send me to collections. The last one was sent to me on 2/17.

Enterprise Rent-A-Car is making no attempt at determining whether or not the damage was caused while the vehicle was in my possession. They have ignored every attempt I have made at trying to resolve this issue. This organization has acted unethically by ignoring my requests for basic information at trying to discover the truth.
