H.F. Truck 191 these scammers are working with vizcaya association security employees! Major kickback

My vehicle was towed without warning from my residence by these crooks. I parked it on my grass for less than an hour just to unload groceries.in less than the time it took me to eat dinner and use the restroom the car was towed. When I stepped out to park it where it belongs the vehicle was gone. I got in my other vehicle and rushed to stop the driver that stole my vehicle.
As I arrived to the front gate I actually witnessed the Vizcaya security guy (semi-tall, black guy) receiving what seemed to be paper money from the tow guy. They're in it together. It's an illegal business. Is this legal? I will contact the agencies overseeing both these companies to inquire more about this issue.in the end I contacted the authorities and they said their hands were tied because I am governed by the homeowner's association laws. I ended up paying $100 to the theif.
