Arco Am/Pm 81893 gas pump fraud

I've owned my van since 2006.in all that time I've never had the pump go over 18 gal. Today I filled up before the colored part of E which means on my car that I had about 3 gals. Left.
After filling up I notice that the pump reads 18.533 gals pumped. This is so obviously wrong and I wonder if all their gauges are rigged.
Who is the offical agency to report this to? How can I prove they have rigged the pumps?
