Gerry See I payed off a couple of vehicles and never received Titles and one of the vehicles was reposesed monthes later

I purchased and payed for a couple of vehicles and when payed off in full was denied the titles. When asked why? Reply was, we will hold them until your other contract is payed in full...??? That is not legal. Is It? I payed the contracts on these two vehicles in full. Do I not own them? I have suffered a great deal over this. They where my only means of travel. I lost work and many jobs because of these actions. I payed a few thousand dollors in all, and like anyone am not happy with the end results.
