Ripoff-cashed 1,000 check after promising not to cash

After buying a 2003 Dodge Neon on August 1st we received a call from Budget. On the 9th of August, they asked us to come in saying that "some papers need your signature".

When we arrived, they said we needed to put down an additional 1,000.00 to get approved for our car. Since we didn't have the money, we asked them to take the car back.
After leaving the office for a few minutes, the loan officer returned & said that Budget would help us with the 1,000.00.

All we had to do was write them a check for 1,000 to show good faith, but that it would not be cashed. Budget promised that if it was, they would give us 1,000.00 to cover it.

Budget attempted to cash the check on September 15th, but it was returned NSF. After contacting the General Manager, we were promised that it was a mistake & wouldn't happen again. He asked us to contact the loan officer, "who will make it right". The loan officer avoided our calls & then redeposited the check on the 27th of September. This time it cleared... I contacted Budget who is refusing to reimburse us the 1,000.00, instead saying that they must deduct our first car payment from it, so that the loan may be funded.
That is a lie! I contacted Bank One, who approved the loan & was told that it isn't their practice to require a payment before funding a loan.

Budget cannot be trusted!!! Avoid at all Costs!!
